Content consumption formats are evolving. Users don’t just “view” their favorite content. They can directly edit and create their own interpretations of the content, as they broaden the user-generated content (UGC) ecosystem. With the fan-to-creator model emerging as a key competitive edge for content platforms, NAVER WEBTOON has launched two new services back-to-back.
Cuts Make: Fan-Created Short-form Animation
NAVER WEBTOON released Cuts Make, an app that lets users take creator-approved WEBTOON IPs and turn them into short-form animation videos. Cuts Make is a content creation tool integrated with NAVER WEBTOON’s short-form animation service Cuts, enabling users to produce videos by selecting scenes and characters from WEBTOON titles and upload them directly onto the Cuts platform.
There are two primary features. “Character Meme” lets users create animated short-form video challenge clips by merging WEBTOON characters with pre-made templates, while “WEBTOON MV” enables users to compile WEBTOON panels into animated, music video-style content. Together with the launch, we confirmed nine popular titles as the first batch of participating titles, which include Garbage Time, The Greatest Estate Developer, Love Revolution, Operation: True Love, and Omniscient Reader.
We’ve already seen through Operation: True Love that fan-created Cuts content drives increased traffic back to the original title. Indeed, short animated videos of around 10 seconds or less saw a staggering 1 million views as of this June, and despite being completed 3 years ago, views for the original title increased by 26% upon the launch of these Cuts.
ByUs: Becoming the Protagonist in the WEBTOON World
Following Cuts Make, NAVER WEBTOON also launched ByUs, an AI-powered story chat service that allows users to become part of the world built by an original WEBTOON title and engage in conversations with the characters. Fans become the protagonist as they interact with their favorite characters and they build their own narratives.

ByUs offers two types of stories users can enjoy. “Original Stories” first introduces users to the original WEBTOON series’ world and characters and then allows them to continue the narrative through interactive conversations with the characters. “Fan Stories” invite users to build custom scenarios and relationships with the original characters. For instance, they can reimagine an office romance to a college setting or fantasy universe.
WEBTOON IP: Shifting from Passive Reading to Active Engagement
Both services reflect a major shift in how WEBTOON fandoms consume content. By empowering users to create videos with creator-approved, official WEBTOON IPs, and extend storylines through AI role-play chats, we will drive deeper engagement with the original titles.
We anticipate continued growth in WEBTOON IP’s value and deepened fandoms as we build an ecosystem fueled by user creation, conversation and sharing of original WEBTOON IP-derived content.
